Responsible recruitment and integration of migrant workers in Finland

Labour migration is essential for addressing workforce needs in Finland, including in sectors such as agriculture. At the same time, migrant workers may face challenges related to recruitment practices, working conditions and access to integration services.

This project focuses on identifying factors that contribute to vulnerability among foreign-born workers and on strengthening preventive approaches. The aim is to support fair recruitment, improve integration practices and enhance cooperation between key actors.

The project aims to:

• promote responsible recruitment practices among employers 

• support effective and inclusive integration of migrant workers 

• identify risk factors for vulnerability and exploitation 

• strengthen cooperation between municipalities, employers and other stakeholders 

• produce practical guidance for different target groups 

The project combines practical development work with applied research elements.

Key activities include:

• mapping existing legislation, guidance and practices related to labour migration and integration 

• collecting experiences from migrant workers and relevant stakeholders 

• documenting the implementation process to support future research and policy development 

• developing and testing practical tools and materials 

The project will produce:

• Guidelines for employers

• Guidelines for municipalities

• Fact sheets on risks in recruitment and on existing integration services 

• Final webinar

• Presentation of results for stakeholders

The project is implemented in cooperation with academic and local stakeholders, including Åbo Akademi University, researchers specialising in migration and integration, and municipal actors.
